Based on the evidence that can be gathered, it can be INFERRED that that pilot is Nagase (the voice, the piloting skills.)
However, there are a lot of cross-game refrences that we can infer (a big one is about how Mobius One could be Cipher, because of their skills), and since there is no real or big piece of evidence, nor is there an official statement from Namco, it is not put it as canon. It CAN be said, however, that the pilots are very similar to each other.
Official guidebook of Ace Combat 04 confirms Nagase from Ace Combat 04 is Kei Nagase in Ace Combat 2. This is mentioned in articles Kei Nagase and in Kei Nagase (AC2). The one in Ace Combat 5 is unrelated.

I've heard from a guy who worked at Namco that the rumor is Nagase (AC04) is the older sister of Kei Nagase. (AC5) He said that the older sister and her family moved to Osea following the whole desertion thing, and that Kei was inspired to fly by her older sister. This is just a rumor he heard as he doesnt even work on Ace Combat games, so it may not be true but it's a theory.
@Solowing Yes she is. We've confirmed it from the official guidebook of the game that it's the same Nagase as from the rebellion.
This is pretty interesting. There is a lot of game crossover, with the Sky Kid cafe (AC04) and Sky Kid (AC6), Foulke being in Usea and the speculation about Mobius and Cipher, and with Belkan pilots meddling with every single war since the Belkan War. I feel like AC7 (if one does ever come out) will tie a lot of the storylines together.
