It is supposed to be blue on good Eruseans.
But they're marked as "Allies" on the HUD. Maybe Proyect Aces forgot that tiny detail.
They still say "(Ally)" beside their SQ/country designation though. ^^
Mission 16 has it too for conservative Eruseans (those who supports Labarthe)
I guess this is because it's either Erusea is opposing faction, regardless of allegiance with Osea. Or PA didn't bother to change it for friendly Eruseans
The likely reason for this is to emphasize the extensive usage of open radio channels by both parties since the satellites were down (edit: making secured contact difficult to do). Some pilots were worried by that method as someone could take advantage of it.
Edit 2: A likely reason why the friendly Eruseans in Mission 16 are marked red on the radio is to emphasize the decision of some Eruseans like Labarthe to find a quick end into the conflict and make contact with the surviving Oseans who were willing to negotiate. Of course, not every Osean was ready to do so.

I think it is based on the country the blue/red-colored characters fight for in this game. Red for Eruseans(with reddish-orange on the flag), and blue for Oseans(with blue on the flag).
This obviously doesn't apply to everything, such as Labarthe and D'Elise, but would still make sense. An example is Sol. Sol fights for Erusea, so they are red. And the reason they are still red in the latter missions is because they still fight for Erusea, but both Osea and Erusea fight together for peace.
I recall hearing that this game was supposed to have you hear both sides of the story and not immediately pick an enemy team. If this is true, this would be evidence that the colors are based on countries and not allies/enemies.
That's not it at all, SaltyGamer. That's never been the case. Red is enemy and blue is ally and yellow is neutral, always. You're telling me Avril and Georg are fighting for a country that uses the yellow color?
No, I'm not associating the yellow color to a country, more as signifying a special character or news group. I'm just saying that the general ground and air forces that are colored red/blue are colored in this game to show a different country, but again, yellow is special, as it wouldn't apply to a country or side, just showing as a special character or news company.
It's different in this game, I realize. In every other game, the enemy is clearly identified as Estovakia, Yuktobania, Belka, etc., by being red. But if what I heard about hearing both sides of the story is true, then I believe this is why *general* Erusean forces are always highlighted red.
