The only XFA-27 that exists canonically is used by Phoenix. Funny how Sylvered mentioned the Aurelian War, because who's the only enemy Ace that uses the XFA-27 in that game? Phoenix.
Another thing of note is that the XFA aircrafts are the only ones that weren't made by the same manufacturer. XFA-33 Fenrir was made by Leasath, XFA-36 was by General Resource Limited, and so on.
The question is why only one existed if it was such a superior fighter of its time. We could only discuss possibilities. As for who made which XFA, we know that Fenrir came from Leasath but if you pay close attention to its article, in ACI description, it says the following: It was originally created as a demonstration aircraft to display the high-level technical capabilities of a military-industrial complex
This hints at a relationship between the country and a defense corporation. Which company did Leasath contract to create Fenrir? We don't know.
