Leader of a resistance grop in Yuktobania that opposed that nation's military government, though whether that included Nikanor's government or just the wartime government isn't made clear. His group somehow gets there hands on one of the two Belkan nukes, and they successfully disarm it, while being covered by the Razgriz. They then discard the pieces of the bomb into the ocean using a submarine. Later, they also help Jack Bartlett and Nastasya Vasilievna Obertas rescued Prime Minister Nikanor from the Grey Men.
