They don't need to finish it off with Legacy +, it's no different except for amiibo.
Do it mean that they have finished with the nostalgia event? and why they did it? For the announcement of a new Ace Combat game? (7 or something else).

This might means several things :
> A new Ace Combat game is secured for future release no matter when it'll be.
> In turn it might or might not be announced at PSX as overly discussed recently among the communities on the internet, which became the recent cliche (yes, I'm looking at you, AC7 rumors).
> Or it's simply just renewing trademark without any sign of new Ace Combat game on the horizon. Maybe just to extend the legal status of Ace Combat-related merchandising or maybe the license of the Mach Storm cabinets sitting in the arcade centers.
^Renewing the license doesn't necessarily mean much. Infinity is still ongoing, so they couldn't very well abandon the license. And even so, many companies retain licenses for products and projects they haven't worked on in years. It would be a different story if they were filing for a new license or trademark, becuase that would only happen if they had something to release, otherwise they'd be wasting money on the legal fees and paperwork. But renewing expiring trademarks is routine business.

Airforce Delta is completely dead in there. On the other hand, Gradius is still active. It can be anything that decides the renewal. The most common one is that a company still wants to plan to do something with a trademark. Much like Ace Combat, Infinity is still kicking. So, they will renew "Ace Combat".
A news that will expose a game company's new product in making will be, like DRosencraft said, the one that reports a new trademark registration. This one pretty much has worked (for example, MGSV, a case in which a number of news portals have reported the filing of new trademark by Konami).

Even though the main name isn't needed to be renewed, it's pretty common to do so when there are other active titles that share the name.
Hey, at least we all know that trademark renewal means lifespan extension for the franchise, right ?
