The Erusian supreme commander is a minor character in Ace Combat 04: Shattered Skies. As implied, the character is the leading officer of the Federal Republic of Erusea's military. He is only mentioned in mission #17, "Siege of Farbanti". During the ISAF's assault on Farbanti, Erusea's capital, the commander went to a shelter to find his wife and daughter, while lower-ranked commanders fled from their HQ. The supreme commander was left behind in a grounded Osprey. Presumably to avoid being captured, the commander committed suicide, his body being found later by an ISAF soldier.
Trivia
The Erusian goverment has been considered to be a fascist regime so the Erusian supreme commander can be considered in comparesen to Adolf Hitler who also commited suicide when finding out that the war was lost.
