Central Usea,[2][3] officially the Federation of Central Usea,[a][4] frequently referred to as the FCU, is one of the major countries on the Usean continent. Although unofficial, the FCU was considered to be the head state of the Independent State Allied Forces.[5]

History[]

Pre-Ulysses[]

The FCU is believed to have existed for quite some time, possibly as one of the first Usean countries. The Federation was one of the member states of the Central Usea Treaty Organization (UTO), and with its size and economic influence, held considerable sway over the multinational governing body. The FCU also held long-standing hostilities with the Federal Republic of Erusea to the west, which would culminate in the 1990s; FCU troops were stationed on the Erusean borders for an unknown reason at the start of the decade.[6]

In 1995, the Skully Islands—a territory under FCU jurisdiction—were taken over by an anti-government rebel force. Lieutenant General Robert Tyler, serving as the head of the military in the Federation's southern territories, quelled the uprising with the assistance of Scarface Squadron and other mercenary forces.[7][8]

Response to Ulysses[]

In October 1994, the Ulysses 1994XF04 asteroid was discovered by researchers from two Usean universities who shared their findings with the FCU government. The Federation leaders requested further research be done and kept the information classified until it had been confirmed that countermeasures were required.[6]

On April 18, 1996, FCU Army announced that Commander Robert Tyler would replace the Riass as Armed Forces Chief of Staff on March 20.[1]

After consulting with the nation's Aerospace Society, the news of Ulysses' approach was publicly revealed by President Robert Sinclair in a historic press conference on April 20. The head of the FCU's Department of Defense, Richard Payne, responded by ordering the return of all FCU forces stationed overseas, including those involved in the ongoing dispute between the Federation and Erusea along the southern Amber-Ugellas border. This order left the international coalition forces in a precarious situation, forcing the UTO to retire its personnel from the area shortly thereafter.[6][9]

On June 19, 1998, Central Usea completed the construction of Stonehenge in the neutral nation of San Salvacion.[1] Initially conceived as an internal FCU defense initiative, the STN eventually became a multinational project after it proved too great an endeavor for one nation to undertake. Stonehenge was designed and built by an international team of scientists and builders, Usea's "Symbol of Peace".[10] Despite foreign collaboration, the Federation would remain the primary contributor to Stonehenge's construction effort in terms of both capital and total manpower provided.[1]

In July, the International Astronomical Union announced that new findings by the Comona Observatory and Seals Bridge University confirmed an even greater Ulysses impact radius, bringing the continent of Anea into range. The announcement was made after both the Central Usean government and IUN chairman agreed that they would not upgrade Stonehenge to defend Anea, sparking nation-wide protests in Nordennavic, Emmeria and Estovakia against the FCU and IUN.[11]

Continental War[]

After Ulysses' impact in July 1999, problems stemming from the continent's refugee crisis caused Erusea to invade San Salvacion and capture Stonehenge on August 22, 2003. Erusea's actions outraged the international community and led to an exchange of threats between President Sinclair and the Erusean leadership. President Sinclair then announced the disintegration of the UTO's economic alliance established the Independent State Allied Forces and stated that if Erusea did not withdraw by September 14 deadline, ISAF would retaliate. On September 14, ISAF attempted to recapture Stonehenge, triggering the Continental War.[6][10]

Postwar[]

The FCU was one of the attendees of the 2008 G7 Summit aboard the Arkbird and was involved in talks for the development of the International Space Station.[12]

In April 2011, Osea and Yuktobania signed the START-3. Under its terms, both nations were to reduce the amount of strategic and nuclear weapons at their disposal. For Yuktobania, this included the Alicorn. Both governments were unsure of how to dispose of the submarine before the Usea-based GR Trading proposed it would purchase the vessel as scrap. As neither Osea or Yuktobania were Usean nations, GR Trading negotiated with Central Usea to allow the company to acquire the Alicorn. In September, the FCU, Osea and Yuktobania, decided that they would permit Usean parties to receive disgarded naval vessels. Sometime afterward, the Alicorn was acquired by GR Trading and towed to Usea.[13]

On June 30, 2020, after being invited by the Osean Federation, Central Usea attended a ceremony commemorating the 25th anniversary of the end of the Belkan War. The nation also sent military aircraft to Redmill Air Force Base to be showcased alongisde participating foreign air units.[3]

Government[]

Central Usea is a federation and its head of state is the President of the FCU. The Central Usean government is sub-divided into departments and ministries including the Department of Defense and Department of State, the latter of which is headed by the FCU Secretary of State.[1]

Military[]

Central Usea maintains a military, headed by the Armed Forces Chief of Staff. One known military branch is the FCU Army, which is headed by a Commander;[1] the nation also supports an unnamed air and naval force. Prior to the Lighthouse War, the FCU navy had at least one aircraft carrier, the Albatross.[14][15]

The Central Usean military also maintains bases across the Usean continent, including Roca Roja Base and Fort Grays Island Air Force Base.[14]

  • The FCU's de facto leadership in ISAF is similar to how many people consider the United States of America to be the de facto leader of similar multinational organizations, particularly NATO.
