Seryozha Viktorovich Nikanor was seen as the prime minister of Yuktobania in 2010 (whether he was prime minister for other years is unconfirmed.) Nikanor was accused by the Osean Federation of starting the hard-line Circum-Pacific War.
Before the war, Nikanor possibly led the Yuktobanian forces alongside the allies during the Belkan War, but this is speculation. He later worked on the Arkbird project with Harling, building a "Bridge of Peace" that would span into outer space.
He was imprisoned by the Belkan aggressors for much of the war, but was broken out by Osean and Yuktobanian intellectuals working as a resistance movement (led by Jack Bartlett, "Heartbreak One"). He then worked for peace with Osean Federation President Vincent Harling by presenting a live T.V broadcast of himself and President Vincent Harling shaking hands, which led to Yuktobanian and Osean units joining forces to attack and destroy Grunder Industries' experimental facility housing the SOLG control system.
What happened to Nikanor after the war is unknown, though he definitely survived and worked with, rather than against, Osea and Vincent Harling into the future.

If the prime minister would live in the real Russia, it would be called Sergey Viktorovich Nikanorov (Сергей Викторович Никаноров).
