Well, just found that the colors used in AC7 textures are weird.
   
The Hill Gray scheme for F-4E's Osean skins is suppose to be Neutral Gray(FS 36270) and Gunship Gray(FS 36118), but as you can see the dark part on F-4E with Gunship Gray is a lot lighter than the F-15E(which is all Gunship Gray). On the other hand, the Neutral Gray should be darker than the Aircraft Gray(FS 16473) used on F-104, but in AC7 the Neutral Gray is the lighter one. This is found when when checking the colors on dds when doing a skin so there's nothing to do with the game's lighting.
