According to other users, purchasing a Special Supply pack would have reset all tickets and fuel to 0 (See Special Supply). This has occured before in January for North American users. There is no offical support team to contact, unfortunely. You would need to wait for an address on either the Ace Combat page on facebook, or the game itself. 

The Twitter page for Project Aces is in Japanese. There is no international version for it. So, unless you know Japanese, the Facebook page is your best way to know information from the Mangement Team or players.
