I'm looking to try and unlock the set of skills that includes "Quick Charge" and "Homing Missiles" that says in the chart on the page for them here that they require purchasing 24 skills. Â I'm fairly certain I've purchased almost 30, but I still don't have these skills in my list. Â Any pointers that can be given would be greatly appreciated.
After I purchased 24, those skills showed up for me. I could have been wrong, but could you double-check and count exactly how many skills you purchased?

I can't recall how many skills you start the game with. Â Is it just Rookie, or are there more?

On the Skills table, if "How To Unlock" has just "-" for a skill, then it is unlocked when you start the game; however, you can't use them until you purchase them. In terms of purchasing skills, you are only given Rookie (which is not counted; you start off with having purchased 0 skills). You need to purchase ten of the ones that are available for purchase to unlock the others, followed by another 14, followed by the rest of the skills to unlock Easy Trinity and Burst.

In that case I should have enough by now. Â I'll have to check again and see what's going on with this.

Alright, it turns out I was counting the DLC skills I bought without thinking. Â I should only have 3 more skills to go.
Only other question I had was do you get more skill slots at the higher ranks in multiplayer?
Ahhhh. Yeah, the DLC skills don't count towards that.
Ranking up in multiplayer, as far as I know, doesn't affect anything except that weird symbol next to your name in the lobbies. I know for a fact that you can't get more skill slots.
